CITY OF POWAY REQUEST FOR PROPOSALS Notice is hereby given that the City of Poway, CA will accept sealed proposals at the Public Works Administration Office, 14467 Lake Poway Road, Poway, CA 92064, until 2:00 p.m. on Thursday, November 06, 2014. Proposals shall be submitted in plain, sealed envelopes, marked on the outside with the project title: ASPHALT COLD MILLING AND OPERATOR SERVICES RFP NO. 15-010. Project Description: The successful proposal by a qualified Contractor will result in a multi-year Contract with the City of Poway to perform 48” Asphalt Cold Milling and Operator Services. The Contractor will perform asphalt cold milling services at various sites to assist Public Works in their maintenance operation activities for the hot mix asphalt paving program. Proposals will be evaluated on the basis of experience and ability to perform, including, but not limited to, experience and history of the firm, as well as upon the amount proposed. The award of the Contract, if made, will be made to the proposer, who in the sole discretion of the City is best able to perform the Contract in a manner most beneficial to the City of Poway. The City reserves the right, after opening proposals, to reject any or all proposals, to accept or reject any one or more items of a proposal, to waive any informality in the proposal, and to accept any proposal or portion of it. Standard Contract Length: The length of this Contract shall be for two (2) years beginning on January 1, 2015 through December 31, 2016. The Contract may be extended with a total of three (3) separate one-year term extensions. The maximum length of the Contract can be up to five (5) years. The option to renew may be by mutual agreement between the City and the selected Contractor and subject to appropriation of funds to renew. With each renewal period, the Contractor's costs shall be adjusted based on the annual change in the previous calendar year's Consumer Price Index for the San Diego area (All Urban Consumers CPI-U) or 5%, whichever is less. The first adjustment would occur no earlier than January 1, 2017.
