CITY OF POWAY REQUEST FOR PROPOSALS Notice is hereby given that the City of Poway, CA will accept sealed proposals at the Public Works Administration Office, 14467 Lake Poway Road, Poway, CA 92064, until 2:00 p.m. on Wednesday, May 21, 2014. Proposals shall be submitted in plain, sealed envelopes, marked on the outside with the project title: RFP NO. 14-009 JANITORIAL SERVICES. Description: The purpose of the proposal is to provide comprehensive janitorial/custodial services for City of Poway facilities. The City has 33 sites where Janitorial Services are provided. Proposals will be evaluated on the basis of experience and ability to perform, including, but not limited to, experience and history of the firm, applicable certification, as well as upon the amount proposed. The award of the Contract, if made, will be made to the proposer, who in the sole discretion of the City is best able to perform the Contract in a manner most beneficial to the City of Poway. The City reserves the right, after opening proposals, to reject any or all proposals, to accept or reject any one or more items of a proposal and reject all other proposals, to waive any informality in the proposal, and to accept any proposal or portion of it. Standard Contract Length: The length of this Contract shall be for two (2) years beginning on July 1, 2014 through June 30, 2016 with the exact length of the Contract dependent on the date of the award of the Contract by the City Council. The Contract may be extended with a total of three (3) separate one-year time extensions. The maximum length of the Contract can be up to five (5) years. The option to renew may be by mutual agreement between the City and the selected Contractor. Award of the Contract and any Contract extensions are subject to City Council appropriation of funds. Each renewal period, the Contractor's costs shall be adjusted based on the annual change in the previous calendar year's Consumer Price Index for the San Diego area (All Urban Consumers CPI-U) or 5%, whichever is less. The first adjustment would occur no earlier than July 1, 2016. No bid will be received unless it is made on a bid form which is included as part of Section Vl for the project. Each bid shall be accompanied by cash or a cashier’s check or a certified check, or a satisfactory bid bond issued by a California admitted surety insurer in the form as included in the bid documents, in any event in an amount not less than 10% of the total amount of the bid. A pre-proposal meeting is scheduled for May 14, 2014 at 9:00 a.m. in the Pavilion at Lake Poway, 14644 Lake Poway Road, Poway, CA. The meeting is to answer Contractors’ questions on the bid documents and to view facilities. This process is expected to take approximately 2 hours. Proposal documents may be purchased for a non-refundable fee of $14.00 per set from the City of Poway Public Works Department, located at 14467 Lake Poway Road, Poway, CA 92064 during regular business hours or free of charge via our website at www.poway.org.
